Warsaw Avenue's 3100 Block Is Being Finished From the Curb In

October 29, 2026

"We want to just keep moving down this block," Price Hill Will executive director Greg Robinson told CityBeat in May. He said it from a window seat at Urbana Cafe, watching construction on Warsaw Avenue. Ten weeks later that cafe had served its last cup. By late October, a new coffeehouse had set its grand opening at the same address, 3114 Warsaw Ave., and the city's street project out front was on its final month.

The 3100 block now has two deadlines arriving together. One is for the storefronts and one is for the street, and the coffee counter is where they meet.

Fifteen weeks between the last cup and the next one

Local 12 reported that Urbana's Price Hill shop at 3114 Warsaw Ave. closed for good after its last service on July 12. The shop had opened in February 2025, and the closure came after 16 months so Urbana could focus on its wholesale business.

The counter didn't sit empty long. Cream + Sugar Coffee House set its grand opening at 3114 Warsaw for Saturday, Oct. 24, from 8 a.m. to 4 p.m., with coffee, food, music and children's activities on the schedule, according to WKRQ. From July 12 to Oct. 24 is about fifteen weeks. A storefront on a neighborhood business district can stay dark much longer than that.

Some background on the new tenant:

  • Where it started. Founder Simone Cocks opened the first Cream + Sugar in Evanston at 3546 Montgomery Road in 2020, so the Warsaw shop is location number two.
  • What else is behind the counter. The space also houses Collective Vessel, a nonprofit workforce program that teaches Greater Cincinnati youth entrepreneurship, hospitality and food service. It already partners with Woodward High School, and the Price Hill location will run a version of the program with Price Hill Will.
  • What the menu promises. Cream + Sugar's own site lists vegan options, Wi-Fi, a community space, catering delivery and a fall seasonal drink lineup.

Daily hours after the opening weekend are best confirmed on Cream + Sugar's site before you walk over.

The quick turnover has to do with what kind of block this is. The counter at 3114 is one piece of a campus that Price Hill Will has built storefront by storefront, and that is easier to see once you walk it.

Who's on the block now

Price Hill Will calls this stretch the Warsaw Avenue Creative Campus. In May, Robinson told CityBeat the organization had rehabilitated six commercial buildings that will eventually house eight businesses, in a renovation budgeted at $13 million. Here is how the block looks in the Greater Cincinnati Foundation's August account and the campus's own directory:

Spot What it is Good to know
MYCincinnati Free community orchestra in a historic firehouse The campus's first tenant
Cream + Sugar Coffee House, 3114 Warsaw Coffee, community space, youth training Grand opening set for Oct. 24
Wendigo Tea Co., 3116 Warsaw Tea tasting room By appointment only
Sabor Alaniz Tamales, across the street from the firehouse Started at Findlay Kitchen
National Commission for Black Arts & Entertainment Membership organization for Black artists Plans a free breakfast and art program
Cutman Barbershop, Perez Sport Latino Campus tenants Listed in the Price Hill Will directory

Sabor Alaniz is the clearest example of the campus's path from small start to storefront. The Greater Cincinnati Foundation describes it as a business that began at Findlay Kitchen and grew into a brick-and-mortar restaurant on Warsaw, with the smell of fresh tamales reaching the sidewalk. MYCincinnati, the free youth orchestra in the firehouse, has been on the block longer than any other tenant.

The newest building work is also on this block. The East Price Hill Improvement Association's August newsletter reports that the latest phase, at 3104–3106 Warsaw Ave., added two commercial spaces and nine apartments, with a ribbon cutting at the July Night at the Plaza event. Price Hill Will's calendar put that Night at the Plaza on Saturday, July 11. That was the night before Urbana's final service.

So the block cut a ribbon on new storefronts one night and lost its coffee shop the next morning. Within a season, the coffee counter had a new tenant. That's why turnover on this block plays out differently than it would on a street of separately owned storefronts.

The street out front has its own deadline

The storefronts are only half the project. CityBeat reported that the campus package also includes a city-funded street project of about $10 million. The city's Department of Transportation and Engineering puts the estimated cost of the Warsaw Ave Safety Project at $10.9 million. The project covers Warsaw from Glenway to Grand. It began the week of Nov. 10, 2025, with lead-lined water service replacement as the first phase.

The design came out of community input gathered with EPHIA. It calls for one travel lane in each direction, a center turn lane and 24-hour parking on one side of the street. The city lists this scope:

  1. Extensive sidewalk replacement
  2. Curb extensions and center lane islands
  3. More than 50 new street trees
  4. Five traffic signal upgrades and a new signal at Woodlawn Avenue
  5. New full-height curb
  6. Five sets of permanent speed cushions
  7. Roadway rehabilitation and upgraded ADA curb ramps

The city's page gives October 2026 as the expected completion month. That's the same month the new coffee counter was set to open. The DOTE project page is the place to check the latest status as November begins.

You may still see crews in the neighborhood after the Warsaw job wraps. Greater Cincinnati Water Works lists a separate Lower and East Price Hill lead service line replacement contract that started Feb. 23, 2026 and is scheduled to finish Feb. 23, 2027. Trench work on a side street this winter could belong to that contract and not to the Warsaw corridor.

The timing matters for the block. Curb extensions shorten a pedestrian's walk across the street, and the speed cushions and center lane slow the traffic Robinson described to CityBeat as having "moved too fast." If the October target holds, the storefronts and the street both reach their finished state this fall. A morning walk from the firehouse to the coffee counter and across to Sabor Alaniz would happen on the street as it was designed, not along construction fencing.

Thanksgiving morning comes down Warsaw

The first big crowd on the rebuilt street could arrive in less than a month. The city's special-events calendar lists the Price Hill Thanksgiving Day Parade for Thursday, Nov. 26, 2026, with an estimated crowd of 1,500.

Last year's route began at Glenway and Ferguson and ended at St. Lawrence parish on Warsaw, with a 10 a.m. start, according to EPHIA's parade page. The city's 2025 closure notice covered Ferguson, Glenway and Warsaw. EPHIA says parade volunteers work on it year-round, and its page is the place to watch for the 2026 route and start time. For 2025, the city's notice sent people to Price Hill Will for event details.

Just as Thanksgiving traffic arrives, a few practical details apply this year:

  • Parking. The new design keeps 24-hour parking on only one side of Warsaw, so the curbside spaces near the 3100 block won't match pre-construction parade mornings.
  • Coffee. For the first time since July, the 3114 Warsaw counter will be under a tenant during the holidays. Check Cream + Sugar's holiday hours before parade morning.
  • Closures. Watch for the city's 2026 street-closure notice. Last year's covered Ferguson, Glenway and Warsaw, but this year's route has not been posted yet.

Price Hill Will has also announced seven family-friendly, holiday-focused Creative Crawl events for 2026. Dates were still to come as of its March newsletter. Its calendar and newsletters are where crawl dates on the campus block will show up.

Not long ago, Robinson was watching construction through Urbana's front window. Now the counter has a new tenant, the street's completion month has arrived, and the parade's last stretch runs down Warsaw on Nov. 26.
